Actual flow can depend on water temperature (colder = thicker = less flow), cartridge loading and incoming turbidity, the performance you need (contact time for chlorine/chloramine), housing and plumbing limits (port size, elbows, valves), system configuration (parallel increases flow; series increases pressure drop), inlet pressure stability and downstream restrictions, and even air entrapment or orientation during startup.
